Huatong Angola Industry Signs Strategic Agreement for the Development of Barra do Dande Port Terminal

Huatong Angola Industry Ltd. has entered into a strategic agreement with Sociedade de Desenvolvimento da Barra do Dande, S.A. (SDBD) for the sub-concession and development of the port terminal at the Barra do Dande Integrated Development Free Zone in Angola.
The agreement forms part of a broader private-sector investment package totaling approximately USD 900 million, covering the port terminal and supporting infrastructure within the free zone. Approximately USD 450 million is planned for the port terminal project involving Huatong Angola Industry, while Berkshire Waterhouse Infrastructure Development Ltd. will participate in the development of related infrastructure.
Designed to accommodate vessels of up to 80,000 tonnes, the terminal is expected to strengthen the free zone’s logistics capabilities and improve the movement of raw materials and finished products. The sub-concession has an initial term of 25 years and may be renewed subject to operating performance and commercial viability.
The project is planned in three phases. The first phase is expected to take approximately 24 months, while the second and third phases are scheduled to progress toward completion in 2029–2030, subject to regulatory approvals and project implementation conditions.

Strengthening an Integrated Industrial and Logistics Platform

Huatong's aluminium industrial park is among the early industrial projects established in the Barra do Dande Free Zone. The development of dedicated port infrastructure will help create a more efficient connection between industrial production, international shipping and regional distribution.
Once operational, the terminal is expected to support the import of production materials and the export of aluminium and other products manufactured within the free zone. It will also contribute to reducing logistics constraints, improving supply-chain efficiency and enhancing the competitiveness of locally manufactured products.
The accompanying infrastructure programme is expected to cover areas including roads, energy facilities, water supply, storage yards and customs-clearance systems, helping establish a more complete industrial and logistics ecosystem.

Advancing Long-Term Development in Angola

The agreement represents another important step in Huatong's long-term development in Angola. By extending its participation from industrial manufacturing to supporting logistics infrastructure, Huatong aims to contribute to the development of a more connected and resilient industrial value chain.
The project is also expected to support Angola's economic diversification and industrialisation objectives by improving regional logistics capacity, attracting further investment and creating opportunities for local employment and skills development.
Huatong will work closely with SDBD, project partners and the relevant authorities to advance the project responsibly and in accordance with applicable approval and construction requirements.
